The overall objective of the Africa4All project is to support the goals of the @CP-ICT Programme as they relate to helping ACP governments build sustainable capacity to adapt and implement international good practice in leveraging ICT in Parliaments of ACP States. The specific objectives of the project are: 1. To introduce and test an innovative e-Parliament framework leveraging Web 2.0 technologies as a pilot in Kenya, Namibia, Tanzania, Uganda and Lesotho 2. To educate MPs, Parliamentary ICT staff and citizens to leverage technology to support collaboration and active engagement in decision making processes in society 3. To identify the challenges and barriers from the introduction of ICT in everyday functioning of Parliaments 4. To leverage project results, experiences and lessons learnt from the five trials to promote wider ICT adoption in ACP State Parliaments, but with a particular focus during the project duration on engagement with other East African and Southern African countries 5. To contribute to the bridging the digital divide, enhancing the use of information and communication technologies (ICTs) as key enablers for poverty reduction

Analysis of results and assessment of the benefits of project’s outcome will be done. The objective is to evaluate Africa4All deliverables from both a technological and sociological perspective by assessing and documenting benefits, drawbacks and critical success factors.

25 MPs and 10 IT staff from the Parliaments of Kenya, Namibia, Tanzania, Uganda and Lesotho will be trained and assisted to better leverage ICT in their everyday work and interacting with citizens • The Africa4All platform • A public accessible website to present the project, its implementation and results • Manual how to use the platform • Online tutorial video with a presentation about how to use the platform- • Toolkit for downloading the African Platform (CD+ booklet)- • Press releases (1 for launching the platform, 1 for promoting the project results and at least 2 press releases for presenting the project implementation) • Press kits • Project presentations – on hard copies to be distributed within the international and national conferences where will be presented the project- there will be multiplied at least 50 pieces for each member of the Consortium – PowerPoint presentations (for kick-off meeting, for training, for final evaluation meeting) • Training material for MPS and IT staff of the parliaments
Other potential application areas/ actual spillovers
At the end of the project widespread promotion and dissemination of the methodology and findings of the project will be undertaken among all the potential users and institutions at all levels (local, regional, national and supranational) with regards to the scalability of the platform to other regions or other legislative systems.
