The initiative is a collaborative effort of the United Nations Economic Commission for Africa (UNECA) and the Acacia program of the International Development Research Centre (IDRC). Scan activities in Ghana, Morocco, Senegal and Uganda were coordinated by IDRC while ECA coordinated activities in Ethiopia and Mozambique. Financial support was provided by IDRC, the European Union (EU) and the Norwegian

Agency for Development Cooperation (NORAD). Funding was provided by the European Union (EU) and the Norwegian Agency for Development Cooperation (NORAD).

Objectives and short summary of activities

The Scan-ICT initiative main objective is to support Africa’s transition to an Information Society by building the capacity to collect and manage the kind of
information and data that supports and engineers ICTs growth and investment.

In order to launch the second phase of Scan-ICT programme, ECA and the Government of Finland, organized a workshop that was held from 30 June to 2 July 2005 in Addis Ababa, Ethiopia. Using the set of core indicators, which were adopted by the second African Regional Preparatory Conference for the WSIS, held in Ghana in February 2005, the workshop objectives were:
    * learning from experiences/lessons/results of Scan-ICT phase I program
    * discussing the methodologies, core indicators, and frameworks for the second phase of the Scan-ICT project under the coordination of National Statistical Offices (NSOs)
    * finalizing the guidelines for implementation
    * defining the way forward for Scan-ICT phase II
